How we rank a record

Two questions decide an owner's place on the list: how close is the record to the loan decision, and does the deal look like the 7(a) loans Plains State Bank already makes, in size, shape and county. A filed state record with a date beats an announcement; an announcement beats a job post.

The most useful record is not that an owner bought something. It is what paper sits on it afterwards. A purchase with a seller note, a private lender, or nothing recorded at all is a different conversation from one a bank closed the same day.

One record is a lead. Two independent records at the same owner or address is a deal worth a lender's call.

A purchase with no bank on it

A recorded deed where the note runs to the seller, to a private lender, or where nothing is recorded at all. We read the parcel's whole lien history by legal description rather than by company name, because a name search returns nothing when a party name contains an ampersand and that looks identical to a clean search.

A sale that has not closed

A contract of sale recorded with no deed following it. The purchase money has not been placed yet, which is the window before permanent financing rather than after it.

Paper that is built to be replaced

A business-park developer's note, a seller note, or a lender that appears in no bank register. These are ordinarily short and written to be refinanced.

State construction registrations (TDLR TABS)

Every commercial build or remodel of about $50,000 or more is registered with the owner, the tenant, the scope, the estimated cost and the planned start date. An owner building its own space with a start date still ahead is the earliest filed record of an owner-occupied project.

New owner at an operating business

When a business changes hands, the buyer files for a new sales-tax permit at the same address, and licensed businesses (child-care centers, bars and restaurants) file a new license in the buyer's name. The seller's permit closes in the same record.

City and county approvals

Site plans, plats, variances and economic-development agreements name the business, the site and the size of the building before construction starts.

Second and later locations

The same owner opening another permit, license or construction registration shows an operator who has done this before and is doing it again.

Owner and officer filings

Comptroller and Secretary of State records name the officers of the operating company. Where an entity is too new to have filed officers, the card says so and names the role instead of inventing a person.

A grand-opening post or a news story helps date a project. It never carries an account on its own, and a story that names a lender takes the account off the list.

What each account arrives with

  • The business, the owner named from a state or county record where the state names one, and the public record that surfaced it, linked with its date
  • Why the deal looks like a 7(a) loan: owner-occupied or owner-operated, the county, and the size basis
  • A suggested first line for your lender and the correction, so the call never claims more than the record shows

Records say a project or purchase is public and the fit is plausible. They do not say the owner is looking for a loan.
